    The talk will discuss the evolution in global income distribution and focus on its political implications; in particular, the rise of the middle class in Asia, the income stagnation of the rich countries’ middle classes, migration as part of globalization, and the emergence of a global plutocracy (global top 1 percent). It will highlight endogenous forces of rising inequality in liberal capitalism embedded in globalization.

    The last quarter century of globalization has witnessed the largest reshuffle of global incomes since the Industrial Revolution. The main factor behind the "reshuffle" was the rise of China and, to a slightly lesser extent, of all Asia. This drove the global Gini index down by about 2 points over the twenty-year period, 1988-2013, for which we have a new, unbalanced panel database of country-deciles from almost 100 countries. By tracking the evolution of individual country-deciles and deriving the global Growth Incidence Curve, we are able to show the underlying elements that drove the change. Three changes stand out.

    First, China has graduated from the bottom ranks, modifying the overall shape of the global income distribution in the process and creating an important global “middle” class that has transformed a twin-peaked 1988 global distribution into a single-peaked one now. The “winners” were country-deciles that in 1988 were around the median of the global income distribution, 90% of whom in terms of population are from Asia. 

    Second, the “losers” were the country-deciles that in 1988 were around the 85th percentile (that is, relatively high) of the global income distribution. Almost 90% of them are from OECD economies. 

    Third, another “winner” was the global top 1% whose incomes, even if underestimated by household surveys, rose substantially.

    These three changes open up the following three political issues: how to manage the rising expectations of meaningful political participation in emerging countries like China, how to "placate" the rich countries' globalization losers so that they do not turn away from globalization and support populist anti-immigrant policies, and how to constrain the rising economic and political power of the global top 1%.

    The increasing gap between the Western “top 1 percenters” and the middle classes that is at the origin of many recent political developments may not be a temporary glimpse, but may be driven by endogenous forces of rising inequality in systems of liberal capitalism embedded in globalization.

    Actions spur reactions. The current neopopulist threats to democracy are a reaction, it is often claimed, to “going too far” in the direction of pluralism and “identity politics.” This paper offers a different view of recent history and of the nature of the threat to democracy. Neopopulism, it is argued here, is a childish response to the sense of precarity created by neoliberal policies. Horizontal aggression against the people who are also in precarious situations creates tribal responses, and it does not eliminate the real danger. The real dangers are the remarkably unequal distribution of resources in society and the mindset that justifies it. This mindset is the ideological assumption that only more growth can solve our problems by making a larger pie to share.  

    If humans think instead about real needs – the needs for the care of people, of the biosphere, and of the planet – it is possible to imagine an alternative society. Such a society would displace “wealth-care” and revalue all humans as caring beings. The first step to such an alternative is to notice how little our current approach to life provides for care and how, if hierarchies of privileges are eliminated, another future is possible. It could be a genuinely democratic form of governance, based on freedom and equality, to care justly for all of our world.

    "'The End of Normal' (2014) argues that four major changes in the structure of the modern economy have and will impede any sustained return to the high growth rates characteristic of the first thirty years after World War II in Europe and the first fifty-five years – interrupted only by the 1970s, in the United States. The four are energy instability, international insecurity, digital technology and financial fraud. This lecture will review those arguments and link them to the broad concern with economic and social inequality – with reflections on the consequences for political developments in Europe and the United States.

    Das internationale Staatensystem steht unter dem Druck der kapitalistischen Globalisierung. Eine Folge ist, dass die Fähigkeit großer Staaten zurückgeht, ihre Gesellschaften durch Umverteilung von starken zu schwachen sozialen Gruppen, wirtschaftlichen Sektoren und territorialen Regionen zusammenzuhalten. Resultat sind zentrifugale Tendenzen in Richtung Dezentralisierung, Sezession und Austritt aus internationalen Organisationen. Zur Verteidigung zentralisierter Herrschaft greifen die politischen Eliten großer politischer Einheiten immer öfter zu autoritären Herrschaftsmethoden. Eine Verkleinerung politischer Entscheidungseinheiten erscheint auch in Anbetracht erfolgreicher kleiner, ihre nationale Souveränität behauptender Länder wie Dänemark, Norwegen und der Schweiz attraktiv. Kleine Länder sind sozial homogener, besser für demokratische Selbstregierung geeignet und eher als große in der Lage, sich auf weltwirtschaftliche Nischen zu spezialisieren, in denen sie sicher vor direkter Konkurrenz sind. Der Vortrag untersucht die Wurzeln der gegenwärtigen Dezentralisierungstendenzen in der Globalisierung veränderten Klassenpolitik des demokratischen Nationalstaats sowie ihre Folgen für diese.

    Our times are marked by the unprecedented attention given to the movement of peoples, especially here to Europe. Indeed, in the description of the possible themes of this conference, it is stated that European societies are now ‘forced to accept being plural migration societies’. At the same time, however, there is little understanding that the numbers moving today are nowhere near the proportions who moved during the Great Transformation analyzed by Polanyi, albeit without reference to that movement. This movement of Europeans, in the nineteenth century and earlier, led to the elimination and dispossession of populations globally and to environmental degradation. It is precisely as a consequence of these earlier histories – histories of European colonialism – that there is such movement today. The wider debates on migration, however, whether in the media or scholarly discussions, rarely reference the historical context of this movement. Rather, it is simply presented negatively in terms of its consequences for European societies. In contrast, I argue that the earlier movement of Europeans that was integral to the Great Transformation is the context for the contemporary configuration of modern societies, and without taking it into account we will not be able adequately to address the continuing inequalities and injustices that are its legacy. This legacy is also woven into the conference abstract which posits that transformation does not necessarily lead to betterment, but may in fact result in authoritarian forms of rule and indeed may do so in the future. There is something puzzling about European scholars’ failure to address colonialism as the paradigmatic form of authoritarian rule brought about by the preceding Great Transformation. Perhaps the explanation for this omission rests in the fact that it did lead to the betterment of European societies at the expense of the lives and livelihoods of others. As those others seek some form of repair for the conditions that are the legacy of European colonialism, they, however, are presented as a threat to ‘us’ and our ways of life and in need of ‘offshore’ containment.

    Die neuen Unwuchten und die Unzufriedenheit in Ostdeutschland werfen Fragen nach möglichen soziologischen Erklärungen auf. Mithilfe des Begriffs der gesellschaftlichen Frakturen erkundet der Vortrag die sozialstrukturellen Besonderheiten der DDR-Gesellschaft (in ihrer späten Phase), ehe er sich der Wende, der Wiedervereinigung und dem bis heute laufenden Transformationsprozess zuwendet. Wie haben sich die Sozialstruktur und die Mentalitäten verändert? Welche Fehlentwicklungen lassen sich identifizieren? In Form einer Skizze wird versucht herauszufinden, warum die Annahmen der sukzessiven Angleichung oder Verwestlichung des Ostens nicht eingetroffen sind.

    Im Anschluss an den Vortrag ist eine Publikumsdiskussion geplant.

    En nuestra presentación, proponemos conectar el concepto de Antropoceno con la expansión de la frontera de los commodities en la periferia y su modalidad de apropiación y comoditización de la naturaleza (neoextractivismos del siglo XXI). Desde el Sur global, asumir la crisis socioecológica y civilizatoria del giro antropocénico conlleva el desafío de pensar alternativas al neoextractivismo dominante, elaborando estrategias de transición que marquen el camino hacia una sociedad posextractivista. Asimismo implica valorizar otras miradas en la relación con la naturaleza y otras relaciones sociales, que impulsen otros modos de habitar el territorio.  

    Nuestra propuesta destaca en primer lugar dos conceptos para pensar la transición y salida de la crisis sistémica, elaborados desde América Latina: Postdesarrollo y Postextractivismo. Asimismo, propone indagar en los enfoques relacionales en el vínculo Sociedad/Naturaleza, vinculados con las luchas sociales y las alternativas civilizatorias, a saber, las perspectivas indianistas y, muy particularmente, los feminismos populares en América Latina. En tercer lugar, desde el punto de vista de las prácticas, indaga en los ensayos desde la economía social y solidaria, sobre todo aquellos conectados con la expansión de la agroecología en América Latina.

     In this presentation, I propose to connect the concept of Anthropocene with the expansion of the boundary of commodities in the peripheral countries and its modality of appropriation and commoditization of nature (neoextractivisms of the 21st century). From the global South, assuming the socioecological and civilizatory crisis of the anthropocenic turn entails the challenge of thinking about alternatives to the dominant neoextractivism, elaborating transitional strategies that mark the way towards a postextractivist society. It also implies valuing other views in the relationship with nature and other social relations, which promote other ways of inhabiting the territory.

    Our proposal highlights two concepts to think about the transition and exit from the systemic crisis, elaborated from Latin America: Post-development and Post-extractivism. It also proposes to investigate relational approaches in the relationship between society and nature, linked to social struggles and civilizational alternatives, Indianist perspectives and, particularly, popular feminisms in Latin America. In third place, practical point of view, it investigates in the contributions from the social and solidarity economy, those connected with the expansion of agro-ecology in Latin America.

    For most, the political and economic impacts of artificial intelligence (AI) can largely be reduced to its effects on automation. In this reading, AI is simply another labour-saving technology in a long line of such technologies. This talk will argue instead that AI has a more profound impact on the economy, operating through a channel which centralises resources within increasingly large capitalist firms. AI – or at least its contemporary embodiment – is a technology which requires centralisation in order to function, and this aspect has significant political economy implications. This talk will explore some of these consequences, focusing on how the power already being marshalled within the world’s largest tech firms is likely to augmented and exacerbated through the rise of AI.

    Nous proposons d’analyser l’évolution du capitalisme au cours du dernier demi-siècle à la suite de la désindustrialisation dans de nombreux pays développés occidentaux. Plutôt que de nous centrer sur l’organisation du travail et ses transformations, nous souhaitons étudier le commerce des choses, en tant qu’objets matériels qui se transforment en marchandises dès lors qu’on y attache un prix. Nous proposons, pour cela, de distinguer quatre formes de mise en valeur qui permettent aux acteurs dans une transaction—vendeurs et acheteurs, c’est-à-dire éventuellement tout le monde—d’établir, de justifier ou de critiquer le prix d’une marchandise. Ces formes—standard, actif, collection, tendance— ont progressivement émergé à partir du XIXe siècle. Si la forme standard était au cœur de l’économie industrielle, la forme collection prévaut, elle, dans l’économie du luxe, du patrimoine, des arts ou de la culture, en pleine expansion depuis les années 1980, activités que nous regroupons, en leur associant le tourisme, sous l’expression d’économie de l’enrichissement. Pour marquer la spécificité d’une forme de capitalisme qui tire parti des quatre formes de mise en valeur que nous avons dégagées, nous proposons de parler de capitalisme intégral

    Wir schlagen vor, die Evolution des Kapitalismus im Verlauf des vergangenen halben Jahrhunderts im Gefolge der Deindustrialisierung in vielen entwickelten abendländischen Ländern zu analysieren. Anstatt uns auf die Organisation der Arbeit und ihre Transformationen zu konzentrieren, wollen wir den Handel mit Dingen untersuchen, verstanden als materielle Objekte, die sich in Waren transformieren, indem ihnen ein Preis zugeschrieben wird. Hierzu schlagen wir vor, vier Formen der Inwertsetzung zu unterscheiden, die den Akteuren einer Transaktion – Verkäufern und Käufern, das heißt letztendlich: allen – erlauben, den Preis einer Ware festzusetzen, zu rechtfertigen oder zu kritisieren. Diese Formen, die wir Standard, Anlage, Sammlung und Trend nennen, haben sich seit dem 19. Jahrhundert schrittweise herausgebildet. Stand die Standardform im Herzen der industriellen Ökonomie, so herrschte die Sammlerform in der seit den 1980er Jahren stark expandierenden Ökonomie des Luxus, des Erbes, der Künste oder der Kultur vor – Aktivitäten, die wir zusammen mit dem Tourismus unter dem Ausdruck der Bereicherungsökonomie fassen. Um die Spezifik einer Form des Kapitalismus zu kennzeichnen, die sich die vier von uns unterschiedenen Formen der Inwertsetzung gleichermaßen zunutze macht, schlagen wir vor, von einem integralen Kapitalismus zu sprechen.

    Studying "growth models" provides a privileged access to understanding both the general trajectory of capitalism and its national variants, since capitalist societies depend decisively for their reproduction on their being able to redeem expectations of material improvement. Drawing on the "growth model perspective", a new theoretical framework bringing together comparative and international political economy (Baccaro and Pontusson 2016; Baccaro, Blyth and Pontusson 2019), the presentation will provide an overview of recent growth models both before and after the crisis, and will address the question of which growth models are compatible with the current economic architecture of the Euro zone. In conclusion, the implications of a future without growth for the stability of capitalism will be considered.

    La presentación abordará los principales desafíos en materia de cuidados en la región. Para ello, se presentará, analizará y discutirá el concepto de cuidado, el enfoque de derechos y las políticas públicas de América Latina en materia de organización social de los cuidados.  

    La noción de cuidado en las políticas de protección social y bienestar social se ha vuelto clave para el análisis y la investigación con perspectiva de género. Se trata de un concepto sobre el que existen varias definiciones y está aún lejos de ser una noción de consenso. Por su riqueza y densidad teórica, el cuidado es un concepto potente y estratégico, capaz de articular debates y agendas antes dispersas, de generar consensos básicos y de avanzar en una agenda de equidad de género en la región. 

    Los estudios de género han mostrado cómo las tareas que ocurren en el ámbito doméstico son cruciales e imprescindibles para el funcionamiento del sistema económico y para el bienestar social. Sin embargo, “los cuidados” han sido preocupación y objeto de conocimiento específico apenas en los últimos veinte años en América Latina, debido seguramente a la existencia de tensiones que derivan de los nuevos roles que las mujeres adquieren en el mercado de trabajo desde finales del siglo XX y la mayor externalización de los cuidados hacia afuera de las familias. El análisis de los cuidados pone de manifiesto la división sexual del trabajo al interior de los hogares y fuera de los mismos, visibiliza la contribución de las mujeres a la reproducción y al sostenimiento de la vida y permite un análisis crítico de los Estados de bienestar contemporáneos.  

    Parte importante del problema de brindar bienestar y protección social de calidad a los integrantes de una sociedad radica en una adecuada distribución de esas responsabilidades entre sus distintos miembros. La solución de este problema de distribución del cuidado ha asumido distintas formas en función del momento histórico, social, cultural y económico. Si bien estos factores han determinado que en la distribución de la responsabilidad social del cuidado hayan tenido participación distintos actores sociales como el Estado, el mercado, las familias o formas comunitarias, parte significativa de esta carga ha recaído y recae en las familias, lo que equivale a decir, en la mayoría de los casos, en las mujeres de las familias.

    Der Vortrag wird sich mit den wichtigsten Herausforderungen der Pflege in Lateinamerika befassen. Zu diesem Zweck wird das Konzept der Pflege, die rechtlichen Grundlagen und die öffentliche Politik in Lateinamerika mit Blick auf die soziale Organisation der Pflege vorgestellt, analysiert und diskutiert.  

    Der Begriff der Pflege in der Fürsorge- und Sozialpolitik ist zu einem Schlüsselbegriff der Geschlechteranalyse und -forschung geworden. Es handelt sich um ein Konzept, für das es mehrere Definitionen gibt, über die aber noch lange kein Konsens besteht. Da das Konzept der Pflege eine theoretische Dichte aufweist, kann es als starker und strategischer Ansatz gesehen werden, um zuvor disparate Debatten und Themen zu artikulieren, einen Grundkonsens zu erzielen und eine Agenda der Geschlechtergerechtigkeit in Lateinamerika voranzutreiben. 

    Geschlechterstudien haben gezeigt, dass die Aufgaben, die im häuslichen Bereich anfallen, für das Funktionieren des Wirtschaftssystems und für das soziale Wohlbefinden entscheidend und unerlässlich sind. Pflegetätigkeiten wurden jedoch erst in den letzten zwanzig Jahren in Lateinamerika ein Anliegen und Gegenstand spezifischen Wissens, wahrscheinlich aufgrund der bestehenden Spannungen, die sich aus den neuen Rollen ergaben, die Frauen seit Ende des zwanzigsten Jahrhunderts auf dem Arbeitsmarkt übernommen haben, sowie der verstärkten Auslagerung der Pflege aus dem familiären Bereich. Die Analyse von Pflegetätigkeiten zeigt die geschlechtsspezifische Arbeitsteilung innerhalb und außerhalb des Haushalts, hebt den Beitrag der Frauen zur Reproduktion und Lebenserhaltung hervor und ermöglicht eine kritische Analyse der gegenwärtigen Wohlfahrtsstaaten.  

    Ein wichtiger Teil des Problems der Gewährleistung eines qualitativ hochwertigen Wohlfahrts- und Sozialschutzes für die Mitglieder einer Gesellschaft besteht in der angemessenen Verteilung dieser Verantwortlichkeiten auf ihre verschiedenen Mitglieder. Die Lösung des Problems der Pflegeverteilung hat je nach historischem, sozialem, kulturellem und wirtschaftlichem Moment unterschiedliche Formen angenommen. Obwohl diese Faktoren dazu geführt haben, dass verschiedene Akteure wie der Staat, der Markt, Familien oder Gemeinschaften an der Verteilung der sozialen Verantwortung für die Pflege beteiligt waren, ist ein erheblicher Teil dieser Last auf die Familien, d. h. in den meisten Fällen auf die Frauen zurückgefallen bzw. fällt auf sie zurück.

    Philipp Ther, Prof. Dr., ist Professor für Geschichte Ostmitteleuropas an der Universität WienExterner Link.     Das Jahr 1989 führte auf globaler Ebene zu einer Hegemonie des Neoliberalismus. Das hing mit dem Ende des Staatssozialismus, dem faktischen Staatsbankrott Jugoslawiens als wichtigstem Vertreter eines „Dritten Wegs“ und dem „Washington Consensus“ zusammen, der zunächst für Lateinamerika gedacht war, dann aber als Blaupause für die Reformen im postkommunistischen Europa diente. Der Vortrag befasst sich anschließend anhand von Chile und Polen mit neoliberalen „success stories“, ihren Rückwirkungen auf den Westen und der Radikalisierung des Neoliberalismus rund um die Jahrtausendwende, die schließlich zur globalen Krise von 2008/09 führte. Die bis dahin verbreitete Annahme, dass es künftig keine Systemalternativen mehr zur freien Marktwirtschaft und zur liberalen Demokratie geben würde, hat sich als falsch erwiesen. Heute weiß man (einmal mehr), dass der Kapitalismus auch ohne Demokratie oder nur mit einer demokratischen Fassade funktionieren kann. Abschließend fragt der Vortrag nach den Zusammenhängen, Gemeinsamkeiten und Unterschieden zwischen Neoliberalismus und Illiberalismus. Die Ausgangsbasis ist dabei wie auf der gesamten Konferenz Karl Polanyis Opus Magnum „The Great Transformation“, das sich besonders gut dafür eignet, die Teloi der postkommunistischen Transformation, wie sie nach 1989 verstanden wurde, zu hinterfragen und sie als globalen Prozess mit einer längeren historischen Perspektive zu interpretieren.

    Die Welt befindet sich am Ende einer zweiten Großen Transformation. Wie zum Schluss der ersten Großen Transformation, setzt sich nun eine massive Gegenbewegung in Gang. Die rechte Variante heißt dieses Mal „Populismus.“ Die linke Variante formt sich erst, v.a. in den USA. Dabei lassen sich drei Strömungen unterscheiden: liberal-demokratisch, sozial-demokratisch und multikulturell-demokratisch, deren politische Hauptwerte jeweils Freiheit, Gleichheit und Inklusion lauten. Daraus ergeben sich verschiedene, teils widersprechende, strategische und politische Zielsetzungen. Wie und wie weit sie miteinander zu versöhnen sind, sowohl taktisch als auch sozialpolitisch – davon hängen die Zukunft der Linken in den USA, ihre Richtung und Erfolge, entscheidend ab.
